Powhatan Community Services Association (PCSA) is a not for profit, incorporated community association registered under the laws of the Commonwealth of Virginia to provide for maintenance, preservation and architectural control of that portion of the real estate development known as Powhatan Secondary in James City County, Virginia which has been subjected to the Declaration of Covenants and Restrictions and to promote the health, safety and welfare of the residents. PCSA is run by a seven member board of directors elected by the membership to three year staggered terms. The developer of Powhatan Secondary relinquished control of the PCSA in 2006.
Membership in PCSA is mandatory for all property owners in Powhatan Secondary. Membership is defined as: “Every person or entity who is a record owner of a fee or undivided fee interest in any Lot which is subject by covenants of record to assessment by the Association, including contract sellers, shall be a member of the Association. The foregoing is not intended to include persons or entities who hold an interest merely as security for the performance of an obligation. Every lessee of a Living Unit constructed on any Lot who holds a written lease having an initial term of at least twelve (12) months shall likewise be a member of the Association without voting rights provided he notifies the Association of his tenancy in writing.” Please note that apartment renters are not qualifying members of PCSA.
